Richmond - Lieutenant Governor Bill Bolling today release a statement about casting the tie breaking vote in the Senate on SB1:

"Today, I was pleased to cast the tie breaking vote on SB1. This bill would require that all voters present an acceptable form of ID before casting a vote in any Virginia election. If the voter is unable to present an acceptable form of ID, they would be allowed to cast a provisional ballot which would be counted when they provide an acceptable form of ID to election officials.

"An acceptable form of ID would include a voter registration card; social security card; Virginia driver's license; any other identification card issued by a government agency of the Commonwealth, one of its political subdivisions, or the United States; a student identification card issued by a state college or university; any valid employee identification card containing a photograph of the voter; or a copy of a current utility bill, bank statement government check or paycheck that shows the name and address of the voter.

"Under current law, a voter who is unable to present an acceptable form of ID is allowed to cast a binding vote after signing an affidavit stating that they are who they claim to be. However, no further steps are taken to confirm their identity before counting their vote. This creates an opportunity for fraud and abuse.

"In my judgment, SB1 is a common sense proposal that will help improve the integrity of our elections process, and I was pleased to give this legislation my support."
