Lieutenant Governor Bolling understands that Virginians want political leaders who share the values they believe in.

Lieutenant Governor Bolling has been married to his wife, Jean Ann, for 32 years.  He is the father of two young men, Matt and Kevin. 

Bill and Jean Ann are members of Shady Grove United Methodist Church in Mechanicsville, where Bill has taught Sunday School for the past 30 years.  Jean Ann is actively involved in Community Bible Study.  The Bolling family’s faith is a very important part of their life.

Throughout his 20 years of public service, Lieutenant Governor Bolling has stood strong for the values Virginians believe in. 

The Right To Life:  Bill is pro-life and believes that we should promote a culture of life in Virginia.  Bill has supported important pro-life initiatives like parental notification and consent, a ban on partial birth abortion and higher patient safety standards for abortion clinics.  Bill has a 100% pro-family rating from The Family Foundation, and he has received the endorsement of the Virginia Society for Human Life (2005 and 2009).

During his tenure as Lieutenant Governor, Bill has cast 4 tie breaking votes on important budget and legislative amendments in support of pro-life initiatives:

  • Higher Patient Safety Standards in Abortion Clinics (2011, SB 924)
    • Cast the tie breaking vote for legislation that will require higher patient safety standards for abortion clinics.
  • Health Insurance Exchanges (2011, HB 2434)
    • Cast the tie breaking vote to prohibit health insurance plans offered in Virginia’s Health Insurance Exchange from covering abortion services, except in the cases of rape, incest or where the life of the mother is in jeopardy.
  • Abstinence Programs (2011, HB 1500)
    • Cast the tie breaking vote to increase state funding for abstinence education programs.
  • De-funding Planned Parenthood (2008, HB 30)
    • Cast the tie breaking vote to prevent Planned Parenthood from receiving state funding.

The Sanctity of Marriage:  Bill believes that marriage is a sacred institution, intended to be enjoyed by one man and one woman.  In 2006 Bill was a strong supporter of the Marriage Amendment, using $25,000 of his own campaign funds to run radio ads in support of the Amendment.

The Importance of Prayer:  In 2011, Bill joined Governor McDonnell and Attorney General Cuccinelli in participating in National Day of Prayer and the ceremonial signing of a “Call to Prayer” proclamation outlining the importance of praying for our Commonwealth and for our country.

The Second Amendment:  Bill has always been a strong defender of the Second Amendment right to keep and bear arms.  Bill has an A+ rating from the National Rifle Association and he has been endorsed by the NRA and the Virginia Citizens Defense League (2005 and 2009).

Private Property Rights:  Bill has consistently worked to protect private property rights in Virginia.  When the United States Supreme Court ruled that governmental agencies could condemn private property for economic development purposes, Bill helped pass legislation in Virginia to close the so-called Kelo loophole.
