Bill Bolling is recognized as one of Virginia's leading and most knowledgeable voices on health care issues.

Prior to his election as Lieutenant Governor, Bill served on the Senate's Committee on Education and Health. He also served as Chairman of the Senate's Subcommittee on Health Care and Chairman of the General Assembly's Joint Commission on Health Care.

Bill was chief sponsor of legislation that created the children's health insurance program in Virginia, which is now providing basic health care to over 100,000 children in low income families. 

As Lieutenant Governor, Bill has continued to work to make quality health care more available and more affordable for Virginia's families. In addition, Lieutenant Governor Bolling has sponsored a number of important health care programs to focus public attention on issues like asthma, cervical cancer and cardiovascular disease.

As our Lieutenant Governor, Bill has proposed a Healthy Virginia Families program. The Healthy Virginia Families program will make health care more available and affordable and reduce the cost of health insurance for families and businesses.

Making Quality Health Care More Available

  • Reforming Virginia's Certificate of Public Need laws, which will increase competition, give consumers more health care choices and reduce costs
  • Expanding state funding for Community Health Centers, free clinics and other programs that provide health care services for the uninsured
  • Increasing the number of doctors, nurses and other health care professionals in medically underserved areas by providing scholarships to medical students who agree to work in such areas for at least five years following their graduation

Making Health Insurance More Affordable

  • Expanding group purchasing pools to allow small business owners and sole proprietors to band together to purchase health insurance
  • Allowing consumers to purchase basic health insurance policies that do not include many of the mandated coverages that are currently required in most policies

Reducing the Number of Uninsured Virginians

  • Giving tax credits to small business owners who provide health insurance to uninsured workers

Reforming Medicaid

  • Reducing the cost of Medicaid by implementing a comprehensive Medicaid reform agenda that focuses on disease prevention and the elimination of Medicaid fraud and abuse
  • Expanding tax credits for the purchase of long term care insurance, which will help reduce Medicaid costs for expensive nursing home care

Improving Access to Community Based Mental Health Care Services

  • Expending state funding to make community based mental health care services more available to those who need them.
